The City of Houston Disparity Study: Share Your Feedback

The City of Houston has completed a comprehensive Disparity Study, conducted by MGT Consulting Group. This study evaluated how race, ethnicity, and gender affect businesses’ ability to participate in the city’s marketplace—including both public and private sectors—secure capital and win contracts or subcontracts within Houston’s markets.

Covering the period from July 1, 2017, to June 30, 2022 (FY18–FY22), the study analyzed data to assess the utilization, availability, and disparity of Minority-, and Women Business Enterprises (MWBE), Disadvantaged Business Enterprises (DBE), and Airport Concessions Disadvantaged Business Enterprises (ACDBE) in the procurement categories of construction, professional services, other services, and goods. The findings revealed varying levels of disparity across these procurement categories.

We invite business owners and stakeholders to review the Disparity Study and share your feedback by December 31, 2024. All comments will be reviewed by MGT and the City of Houston.
